Kathy Prizmich Kernan, Vice President Kathy Prizmich Kernan has a comprehensive understanding of state corrections, purchasing, and reentry services. Prior to joining GEO Reentry, she held positions within the California Department of Corrections and Rehabilitation, Cal State University Northridge, and the California Department of General Services. Most recently, she served as the Deputy Director for the Office of Community Partnerships with CDCR, establishing and maintaining partnerships with local governments and community stakeholders.


David Cooper, Director David Cooper builds technological and service solutions for government agencies and ensures contract compliance. Previously, he held the position of Vice President of marketing for GEO Care. He served with the United States Air Force, both active duty and reserves, as a medical technician and health administrator.

Rachel Kienzler, Director Rachel Kienzler has almost 20 years’ experience supporting community corrections agencies. She joined the company in 1998, and she has direct experience in operating programs such as evidence-based day reporting centers, electronic monitoring field offices and residential reentry centers. She has overseen contracts for federal, state and local correctional agencies and she has a keen understanding of key policy matters affecting community corrections.

Jessica Mazlum, Director Jessica Mazlum has more than 15 years of experience in the criminal justice field. In her most recent position with the California Department of Corrections and Rehabilitation as the Associate Director of Offender Services in the Division of Rehabilitative Programs, she has been responsible for managing a complex and extensive community and in-prison contracting portfolio offering a wide range of services for parolee and inmate offenders. Ms. Mazlum has a comprehensive understanding of state correctional services, community reentry programs and the oversight and management of the contract deliverables. Prior to joining DRP, she held multiple positions within CDCR, including Chief of Community Relations in the Division of Adult Parole Operations and Special Assistant to the Secretary of CDCR and Deputy Chief of External Affairs.
