If realignment is an opportunity, let’s not waste it building costly jail beds

Emily Harris of Californians United for a Responsible Budget (CURB) writes in this editorial that California counties should direct more of AB 109’s state funding toward community groups and programs, and away from simply building more jail space. She points out that high incarceration levels landed the state in trouble already, and continuing to incarcerate at a high level rather than looking into community-based alternatives will overcrowd county jails quickly.
