GEO Reentry Releases Lycoming County Outcomes Report

GEO Reentry Services has released a new outcomes report from Lycoming County, Penn., for the county’s Reentry Service Center. The research team measures outcomes reports to assess a variety of program factors, ranging from population served and demographic details, accountability activities, and the impact services being provided are affecting criminal behavior. The data for this report was collected from calendar year 2024.

The Lycoming County RSC was opened in 2014 by the Lycoming County Probation Department to help alleviate jail overcrowding and tackle chronic recidivism. Since then, there have been nearly 2,000 program referrals and 700 successful completions. The impact has reduced jail crowding significantly and lowered the criminal risk of individuals enrolled in the program.

The center is operated by GEO Reentry and provides a structured combination of cognitive behavioral treatment, training and case management designed to change criminal thinking and reduce recidivism. Participants are required to take part in a multi-phase program that includes classes designed to improve communication skills, teach problem solving and conflict resolution, and develop parenting and employment skills.

The outcomes report found the program is having an impact, with 305 individuals on probation served during the year. The program has an average daily population of 102 individuals, and the center achieved a check-in rate of 93% during the year. In addition, the criminal risk for a sample group of participants dropped 26%, and criminal thinking patterns as assessed by the Texas Christian University’s CTS Scales were reduced by 16%.
